应该是描述同一个时间段内的连续的动作时需要时态一致吧，I went to the place and had a perfect time.大多数时候都当作连词使用，没有强制的限制。

可以把前后一致看成特殊情况，就是动作连续发生，从而避免自己时态出现问题。突然感觉自己初中经常听这句话(′-ω-`)
